In a large bowl, combine the flour, cumin, paprika, salt and pepper. Toss the beef thoroughly in the mixture.
In a large chef pan over medium-high heat, add 1 tablespoon of the olive oil. Brown half of the beef until golden on all sides. Be sure to shake excess flour off beef before placing it in the pan, or it will burn. Remove from the pan to the bowl of a slow cooker. Repeat the process with another tablespoon of oil and the remaining beef.
Place the onion, garlic, chilli, capsicum and tomato in a blender or food processor and blitz to a puree. Heat the final tablespoon of olive oil in the beef pan. Add the capsicum puree and cook, stirring, for 5 minutes or until it is becoming thicker. Stir any leftover spiced flour mixture into the puree.
Into the slow cooker, place the potatoes and carrots with the gravy beef and pour in the contents of the chef pan. Add the beef stock and stir to mix everything thoroughly. Make sure the beef is submerged in liquid. Place the lid on the slow cooker and set it to HIGH for 6 hours. After 2 hours, remove the lid to allow the sauce to thicken. Keep an eye on the beef from about 5 hours onwards – the stew is cooked when the gravy beef is tender, the sauce is thick and the carrots can be cut with a spoon.
